Position Title:        PROGRAMS AND POLICY MANAGER                                        

Position Summary:

Reporting to the Executive Director of ECCC, the Programs and Policy Manager provides strategic direction and leadership through program development and integration, strategic visioning, research and policy analysis and evaluation. The role of the Programs and Policy Manager is to effectively and efficiently manage the development and directions of ECCC’s programs in accordance with ECCC’s mission and goals. The Programs and Policy Manager is responsible for coordinating community-based activities in sync with developing ECCC programs and key pilot initiatives. The ideal candidate will have these skills as well as a strong understanding of community development practice and a passion for ECCC’s vision of a just and equitable society for all.

This is a full-time position of 37.5 hours per week with a benefit package and time that requires occasional flexible time commitment. This position is responsible for the management of the following programs and the supervision of Program lead staff:

– Building Bridges with Ethno-cultural Communities (BBEC)

– Sustaining Healthy and Awesome Relationships Program  (SHARE)

– Leadership Engagement, Action and Development (LEAD)

– Connecting Elders from Ethno-cultural Communities (CEEC)

– Greater Forest Lawn Community Connector Initiative (GFL)

– Research and Policy

Responsibilities:

– Ensure the success of ECCC’s Program Coordinators in collectively creating community impact, contributing to systems change and achieving program outcomes

– Lead in developing and refining theory of change, program logic outcomes and evaluation systems for ECCC

– Ensure quality of reports and proposals as well as fulfilment of all program accountability requirements

– Build and maintain relationships with ECCC’s key stakeholders (including funding partners)

– Oversee research and analysis of major policy issues based on ECCC priorities

– Oversee and support the preparation and dissemination of analytical reports and statements on policy for dialogues, presentations, public statements and publications

– Work with ECCC staff and community members to obtain community input and engage the community on key policy issues

– Represent ECCC in strategic partnerships and collaborations and attend to all program enquiries

– Collaborate with Operations Manager in providing leadership to program coordinators, and build synergies between programs through regular meetings and problem solving

– Provide supervision, attend to personnel matters and performance issues that affect Program Coordinators

– Perform other duties as required

Qualifications:

This is an extraordinary opportunity for an individual with team management experience to grow and further develop programs. The successful candidate will lead programs, partner with the ED and work collaboratively with a high-performance management team. Specific requirements include:

– Minimum of a BA, MA preferred. An equivalent combination of education and experience may be considered

– At least five years of relevant work experience in a team management role

– Effective leadership skills with a strong focus on program development and management

– Demonstrated success developing and evaluating program models and selecting successful innovative programs for operationalization

– Solid and demonstrated understanding of community development, community-led sustainable change, systems change and program logic models

– Strong research and critical-analytical skills, policy analysis skills and project management skills, resulting in measurable successes and programs growth

– Excellent verbal and written communication skills including public speaking, presentation skills and facilitation with exceptional attention to detail

– Strength in hiring, recruiting, managing, developing, coaching, and retaining individuals and teams, empowering them to elevate their levels of responsibility, span-of-control and performance

– Demonstrated results in managing and monitoring grants and proven experience negotiating win-win agreements or contracts

– Personal qualities of integrity, credibility, accountability and a commitment to working within an anti-oppression framework 

Assets:

– Experience working as part of a diverse team

– Experience developing training materials and curriculum

– An understanding of current immigration policy and issues facing ethno-cultural communities in Calgary

– Familiarity with the Calgary immigrant sector, human services and funding context

– Strong knowledge and experience working with ethno-cultural communities 

Working Conditions:

– Domestic travel is required for this full-time position. Estimated travel: 10-25% annually

– Open to occasional flexible work hours
